快遞暫行條例征求意見：泄露用戶信息或被吊銷經營許證

7月24日，國務院法制辦公室官網發出《快遞暫行條例》（征求意見稿）?！墩髑笠庖姼濉分幸幎ǎ胤礁骷壢嗣裾畱敶_保政府相關行為符合公平競爭要求和相關法律法規，維護快遞業競爭秩序，不得出臺違反公平競爭，可能造成地區封鎖和行業壟斷的政策措施。

征求意見稿第十二條規定，縣級以上地方人民政府公安、交通運輸等部門和郵政管理部門應當加強協調配合，建立健全快遞運輸保障機制，依法保障快遞服務車輛通行和臨時?？康臋嗬坏媒箍爝f服務車輛依法通行。

同時，征求意見稿規定，經營快遞業務的企業停止經營的，應當提前10日向社會公告，書面告知郵政管理部門，交回快遞業務經營許可證，并依法妥善處理尚未投遞的快件。

此外，意見稿第四十二條還提及，若經營快遞業務的企業有違反條令行為之一的，由郵政管理部門責令改正，沒收違法所得，并處1萬元以上5萬元以下的罰款；情節嚴重的，并處5萬元以上10萬元以下的罰款，并可以責令停業整頓直至吊銷其快遞業務經營許可證。
